Alors que les chefs traditionnels sont craints, vénérés et respectés aussi bien par les populations que les pouvoirs politiques dans d’autres pays comme le Nigeria ou encore le Ghana, chez nous au Togo, les chefs traditionnels dans leur ensemble ont perdu leur notoriété et leur honorabilité de par les agissements, les faits et gestes auxquels ils se livrent au quotidien. Parmi eux, certains s’illustrent même comme des brigands de grands chemins au grand dam de leur base et population. Ce qui nous amène très souvent à nous poser la question qu’est de savoir : comment ont-ils réussi à devenir chef traditionnel ? La plupart d’entre eux sont imbibés dans des litiges fonciers où ils jouent souvent un rôle assez trouble et nauséabond. Togbuii Mikoadomé Martin Akakpo, chef d’un village de la ville de Vogan est l’illustration parfaite de ces chefs traditionnels qui non seulement ternissent de façon éhontée l’image des gardiens des us et coutume au Togo.
Togbui Akakpo Mikoadomé Martin a escroqué 10 millions de francs cfa à une dame togolaise dénommée Gigimadjo Nate Abla Viviane dite «Bebi», résidant en Allemagne. Cette somme était à la base destinée à la vente d’un terrain proposé à la dame par le chef Akakpo Mikoadomé Martin. Mais une fois la somme reçue, depuis le 30 janvier 2014 par ledit chef, dame Bebi se rend compte qu’elle venait d’être victime d’un plan d’escroquerie et de banditisme savamment orchestré par le sieur Akakpo Martin Mikoadomé, dame Gblonakou Adjowavi communément appelée « Tina » et le sieur Togbui Gbonfou Agbossè, chef d’Avepozo. Et depuis 2014, dame Bebi n’est ni rentrée en possession de son terrain ni de son argent malgré toutes les formes de réclamations adressées à l’encontre de Togbui Akakpo Mikoadomé Martin.
Tout a commencé en 2013, alors que dame Bebi était en vacances à Lomé, son amie dame Gblonakou Adjowavi communément appelée « Tina » lui fit la présentation de Togbui Akakpo Martin comme étant un de ses amis de confiance. L’ami de mon ami étant aussi mon ami, Togbui Akapko devint aussi l’ami de dame Bebi. C’est ainsi que dans leurs échanges, ils proposèrent l’achat d’un terrain à dame Bebi. Après la proposition, ils eurent même le temps de visiter le terrain. Deux semaines après son retour pour l’Allemagne, dame Bebi fut contactée par dame Gblonakou Adjowavi et Togbui Martin Akakpo leur disant que le terrain en question était en vente et qu’il fallait réagir urgemment pour l’acquérir. « L’emplacement du terrain est bon et il serait bien que tu l’achètes en envoyant rapidement les sous car ça pourrait te servir à monter une affaire dès que tu décideras de venir t’installer au pays », ont-ils dit à dame Bebi. N’ayant pas la totalité des sous, vu l’urgence de la situation et la confiance qu’elle avait au chef traditionnel qu’est Akakpo Mikoadomé Martin, dame Bebi intéressée par la parcelle, fit plusieurs prêts bancaires en Allemagne pour rassembler les 10.000.000 frs cfa exigé comme montant pour l’achat du lopin de terre. C’est ainsi que le 30 janvier 2014, M. Akakpo Mikoadomé Martin, employé au Port Autonome de Lomé et chef d’un village de Vogan reçu des mains de Abalo Koffi Pierre plus connue sous le nom de « fo Peter », un collaborateur de Bebi, exerçant aussi au port, la somme de 10.000.000frs cfa et fit une décharge à ce dernier.
Mais depuis l’encaissement de cette somme, le sieur Akakpo ne fit plus signe pour soit apprêter le reçu de vente ou quoi que ce soit donnant droit à la dame d’exploiter le terrain. Ce n’est qu’après que la dame se rendit compte que le lieu qui faisait objet de vente, lieu-dit « Tropicana » était en réalité une propriété de l’État et ne pouvait en aucun cas faire l’objet de vente. C’est donc en connaissance de cause que les sieurs Akakpo Martin et Gbonfou Agbossè agissent juste pour gruger leur cible qui sont pour la plupart des togolais de la diaspora. Selon nos investigations, beaucoup d’autres ont d’ailleurs été victimes de leur malveillante action.
L’absurdité dans cette histoire est que le chef n’est pas du tout inquiété, malgré ce comportement criminel. Il a d’abord été convoqué à la DCPJ, ensuite au tribunal où il a pu se présenter après plusieurs convocations. Il a pu avancer 1.000.000 frs cfa, après plusieurs pressions. Cette somme fut encaissée par M. FEOU Assima-Essim avec l’accord du 7ème substitut de l’époque, Klevo A. Nutifafa. Mais contre toute attente au moment de verser les 1.000.000 frs à dame Bebi, le chef du secrétariat du parquet, AMBRE Sibidi fit savoir aux représentants de la dame que 500.000frs auraient disparus de leur caisse et ne lui ont remis que 500.000frs cfa. Par quelle magie, cette perte a-t-elle eu lieu, nul ne saura le dire. Une chose est sûre le secrétariat du parquet du Tribunal de Première Instance doit 500.000frs à dame Gigimadjo Nate Abla Viviane dite « Bebi ». Ensuite, fatigué par ses innombrables mensonges, le sieur Akakpo Martin fut à nouveau convoqué à la Cour d’Appel où il se présenta le 24 Août 2017 après plusieurs convocations. Ils prirent avec le sieur Gbonfou Agbossè un engagement à payer les 9.000.000 restants au plus tard le 2 mai 2018. Mais depuis, c’est toujours silence radio et il ne répond plus ni aux appels ni aux convocations. Autrement dit, le chef Akakpo Martin défierait même l’autorité judiciaire.
D’ailleurs, dans le cadre de nos investigations, quand notre rédaction l’a contacté pour l’écouter, il nous a envoyé balader. Il n’hésite pas à brandir le titre de chef traditionnel et de membre influent du parti Unir qu’il prétend être à qui veut l’entendre. Ces deux titres, selon ses dires font de lui un homme intouchable hors la loi qui ne peut aucunement être inquiété ni par la justice, la police ou la gendarmerie. Ce qui lui donnerait le droit de se livrer à de tels actes hautement répréhensibles et criminels.
Mais paradoxalement, chef Akakpo Martin lui-même a pu traîner un autre chef traditionnel dans une affaire de 2.000.000 frs à laquelle le chef en question a juste été témoin. Si pour 2.000.000 frs CFA il a fait voir de toutes les couleurs à un de ses collègues chefs traditionnels qui a dû lui restituer la totalité de ce qu’il lui devait, pourquoi n’accepte pas lui de payer les 9.000.000frs cfa qu’il doit à une pauvre dame qui s’est saignée pour les lui envoyer. Pour rappel, l’intronisation du sieur Akakpo Martin n’a pas du tout été du goût des habitants de ladite localité dont il prétend être chef car ceux-ci savaient qu’il avait une très mauvaise moralité et réputation et ne méritait en aucun cas d’être chef. Mais malgré le refus de sa base, il est devenu chef.
